Tybee Island cottages face a threat from development
Some residents are fighting to save the cottages, built from the 1920s to the ''''50s.

TYBEE ISLAND - A constant drumbeat of hammers punctuated Lauren Davis'''' remarks as she stood in her yard, sandwiched between the distinctive Tybee Island raised cottage that reflects the resort''''s past and a high-rise rental unit that seems to represent its future.

Cottages like Davis'''' are threatened by development, a trend that concerns her and has caught the attention of the Georgia Trust for Historic Preservation. The trust has placed the raised cottages on its 2007 list of 10 "Places in Peril."
"This one was built in the 1930s," Davis said, standing on her porch.
She owns five such cottages - living in one, renting the others. She''''s possessive and proud of the heart pine floors and beadboard walls and ceilings of her rental home, but she also perceives the strength of the economic forces that threaten it.
The house next door, also a raised cottage, is for sale. A developer, Davis said, could buy that one, make her an offer she couldn''''t refuse and then have two large lots on what''''s known on Tybee as the "beachside of Butler."
Once they have the lots, she said, developers often cram three-story duplexes and triplexes onto them, cookie-cutter structures that can bring in far more rental money than is possible with a raised cottage.
Davis'''' concerns are shared by Cullen Chambers , executive director of the Tybee Island Historical Society.
The raised cottages, Chambers said, provide a direct link to 1923, when the Tybee road was completed.
"These were summer cottages where people would park their car underneath," Chambers said. Built from the 1920s through the 1940s, raised cottages were once the most prevalent structures on Tybee.
They no longer dominate the dunes. A recent survey of historic structures on Tybee revealed that only 100 or so of these original raised cottages remain. They are often near the beach, often on large lots, making them especially attractive to developers.
Sadly, Chambers said, the town provides little official protection.
An effort to implement local parameters and guidelines in 2000 was defeated, he said, doomed by misinformation and fears that such initiatives would infringe on property rights.
"This is a quirky place, and we want to keep it that way," Chambers said. "People seek us out because we''''re different, and we want to preserve, protect and perpetuate those differences."
But he said some stronger guidelines are necessary to protect the raised cottages, along with the other structures on the historic survey.
Tybee Island City Councilman Paul Wolff , himself a member of the historical society, also recognizes the need for protection.
The present ordinance calls for a 15-day waiting period, and that''''s simply not long enough to arrange alternatives to demolition, Wolff said. He''''d like to see a 60-day waiting period instituted to allow a new owner of a historic structure to consider other options, like relocation.
Since 1996, when the historical society started keeping track, three of the raised cottages have been torn down and six moved to other sites.
Right now, Chambers said, "All we have is the move-it-or-lose-it option."
He''''s hoping for stronger measures but recognizes support may be difficult to gain.
The effort to win any sort of protection is important to Davis. After all, her business - My Beach House Rentals - is dependent on those raised cottages.
A native of Athens, she came to Tybee several years ago and was captivated by the island''''s charm and unique cottages.
"I bought this first one as an excuse to have to stay here," she laughed. But now, she added, the cottages mean something more, something deeper.
"I just want to save my little part of the island."

Climate
The coastal region of Georgia has a relatively moderate climate. Average temperatures of the islands are slightly lower than on the mainland. Sea breezes offer relief from intense summer heat. Daily maximum temperatures in July and August (the warmest months) are usually in the 80s and low 90s. The islands are the only part of the state south of Atlanta that has mean daily maximum temperatures below 90°F in July and August (Carter 1967).
Winters are relatively mild and short. The average minimum temperature for December and January (the coldest months) is about 43°F. On the average, there are 305 freeze-free days at Brunswick and 267 at Savannah (Carter 1967)
Tybee Island is a unique small coastal barrier island only 11 miles east of Savannah, GA. The origin of the unusual name of "Tybee" is in itself a legend. Native Americans came to the island to hunt and fish, and gave it the name Tybee, which is a Euchee Indian word meaning "salt."

Numerous historic attractions on or near the island range from Fort Pulaski National Monument, Fort Pulaski was a Civil War - era fort and is now operated by the National Park Service, to the famous Savannah Historic District, located west of Tybee Island.

From 1897 to 1947, Fort Screven was an integral part of America's coastal defense system. Troops trained and stood guard on Tybee Island throughout the Spanish-American War of 1898, World War I, and World War II. In 1947 the Fort was closed and sold to the town of Tybee.
